Below is the revised list of recommendations that reflects the modifications that the Commission adopted at its December 13, 2004, meeting.

The Commission will meet its statutory requirement by submitting an executive summary to the Governor and General Assembly by January 1, 2005, to be followed by the full printed report at the end of January.
